I assume this is for passenger use and is loaned out by staff??
I am sure there are plenty of other locations where loos are opened by J door key for staff, but can't recall any being for passengers, but then again, it's not a subject close to my heart.

I remember a while ago (not sure if it's still there) the lavs at Cockfosters had a little coin slot on, it cost 20p to use the facilities, with the money going to a local charity. However, the door could be opened also with the pesky J key.......
