Hammersmith & City New Years Eve opening

Does anyone know what's changed to allow the Hammersmith & City line to run all day, and then all night tonight, as in previous years it's been suspended until early afternoon on NYE in order to facilitate all night running?

Just 16 trains will cover the H&C and Circle service from 03.30-10.45 tomorrow.
