It's significantly nearer Croatia than it is to Portugal.

How about the Bay of Kotor in Macedonia -Very close to Croatia and well known to those of us who once served near there as a place not to visit!

My fault Chris - Kotor is of course in Montenegro - finger trouble.
If this coastal place is in Macedonia [FYROM] then Ohrid is the only place that has any water [and that's on a lakeside]. If its Montenegro then Bar seems most likely.

For the avoidance of doubt and to assist those who don't keep up with European country names:
In February 2019 The Republic of Macedonia (often referred to as the former Yugoslav Republic of Macedonia) changed their name to North Macedonia after a dispute with Greece and to avoid confusion with the Greek region of Macedonia.
This is beside the point though as the location we are looking for is in Montenegro.
