What kind of damage is that? It looks almost like the wheel got so hot from friction that it melted - I would think that any rail-based vehicle that was spinning its wheels like that would have bigger problems than a half-melted wheel...

I do not knwo the exact details, but apparently it was some very weird combination of an ATP fault and a brake valve fault that applied a very heavy brake and then released it, only to apply it again immediately, more or less causing the train to jump along, and did so at 200 km/h, until a standstill.
And yes, the wheels have been heated enough by this abuse that they have recieved thermal damage. The "rainbows" on the running surface are a sure sign of thermal damage, leading to a loss of hardening of the wheel surface, thermal stress on the wheel structure, and possibly warping or fracturing.

At speed the wheel concerned makes a loud screaming noise very similar to a hot box. At low speed the sound is exactly like someone screwing up newspaper mixed with a low droning rumble
