It instructs drivers of suitably-equipped stock (IOW, D stock) to lower their weak field flags at that point. If they don't and a DMT sees them, they'll get nicked for using weak field illegally.
If you want to know what weak field is, ask one of the T/Ops.

I've got another pic of the weakfield up sign too, but i'm gonna hold off till I get a few more pics - then update the whole lot - i'll get a picture of it on the train and add it when I next update. Thanks for the kind words If you want to know what weak field is, ask one of the T/Ops. The weak field flag (black and yellow, seen in the cab window on the offside) when raised, weakens the resistance field in the motors enabling the train to accelerate faster - and also allows the train to go upto 40mph then cuts off the motors, allowing them back in when the speed drops to a pre-determined speed upto 40 mph again. On a related point, you will more often see a Green & White flag raised in the same place - this is the coasting control, and enables the train to go at any speed (sticking to signed speed limits of course), but with no effect on the rate of acceleration. With both flags down (out of sight), the train is limited to 30mph. Finally, you should never see both flags raised together as it is not allowed. Sorry I went on there (finger just kept typing!), but hopefully thats cleared it up for you

I've had a bit of a move around which has resulted in the links above now being defunct ;D ;D This is the pic that started the thread: And here's the Flag raised on a train:
