My apologies - I failed to check the OP before posting my report. It does seem likely that this was the same person. Nevertheless, it would appear that the T/Op in question has now had time to deafen and confuse many thousands of people between mid July and now and has presumably not been "monitored" by a Supervisor in that time...
I just see it as a bit of tongue-in-cheek 
At least the messages are clear, and he isn't mumbling
