Apologies if it has already been discussed but searching didn't yield anything.
Just got on the Piccadilly heading east at Acton Town and I noticed as the signal cleared, a white light beside the signal came on and went off a few seconds after the train approached it. Am I correct in guessing it's a reminder for drivers that they will be stopping at turnham Green?

No this is for the Tripcock Tester (TCT)
In the platform areas at Acton Town there is devices which make sure the tripcock on the train is in gauge.
When the train approaches the stopping mark the light will be on and if the tripcock operates the device on the track the light goes out
If the train fails this test then the light stays on and an alarm sounds in control room at Earl’s Court.

Agree Tripcock Tester they are also at Wood Green and if my memory serves my right there is one at Barons Court for engineering trains

It’s not just for engineering trains it’s primary use on the Picc is for when a train reverses in the Sidings at Hammersmith the TCT on the District is for when trains leave Lillie Bridge Depot

At some sites the TCT light is white and at others it's blue. Is there a logical reason or is it just historical quirk?

There’s no longer a requirement for a specific colour but the blue is actually lunar white, the other colour was more like a light mauve.
