Transport for London (TfL) as the Contracting Authority is putting in place a contract for the design, manufacture and supply of a cab security system to replace the current 'break glass' measure over the handle on the passenger saloon side of the cab door (also known as the 'J-door). The contract is for all of TfL's passenger rolling stock; this equates to 1262* J-doors requiring installation of the replacement cab security system. (*Spares not included in this figure). When submitting a response bidders are to note the review and approval requirements also needed for the 95TS from Alstom NL Service Provision Ltd (who own and maintain the 95TS passenger rolling stock). Installation of the replacement cab security system is outside of the scope of this contract.

Why would they need to replace all the existing locks?
