Off-topic, but what are the dual speed limits for? Goods and Electric?

Off-topic, but what are the dual speed limits for? Goods and Electric? Not quite goods and electric, but linked to axle weights. In this case I suspect the faster limit will be for the routine EMUs and the slower limit for engineering vehicles and the RHTT (which does come into the tunnel section to reverse and to ensure that the rails are treated all the way to the tunnel mouth).
