What does a blue light on the side of an S-Stock mean? The light was on on one of the orange light indicators outside of the train. Has it got something to do with wintery weather conditions?

Hi, yes that would indicate that the de-icing function is active.

Just to clarify for OP's benefit, all LUL fleets have a proportion of the trains fitted to dispense de-icer on to the conductor rails. As already stated by a60, the blue light indicates the function is active and the dispensing happens when the train moves and at a rate according to train speed so as to be roughly a set amount per distance covered. A sensor ensures dispensing only on to the positive rail on the side it is present on, as well as the centre negative rail.
Edit: Actually I'm pretty sure the Vic and Waterloo & City fleets don't have any de-icers. Which brings up the question of how are depots in the open like the Vic line's Northumberland Park de-iced. All manually?

If it’s a line with decicing units,stabling trains will be instructed to deice entering depot,if snow is lying a P Way gang will manually clear the tracks.

I don’t think the Waterloo and City 1992 stock or the Victoria Line 2009 stock have deicing cars either.
I assume it’s not so much of an issue at Waterloo but Northumberland Park is a fair size.
I wonder how it is managed there? It can’t be done by hand surely?

Unfortunately yes, on the morning of the recent snow 12 December difficulty was evident getting trains from depot with just 7 available at 0600 (out of 20) and just 14 (out of 41) at 0830. A special 23 train service was all that could be mustered at 1200!

Someone must maintain safe walkways to stabled trains in depots and sidings also. Spin-off discussion about who did what and who they were employed by at Northern and Jubilee line depots continues here - Tom
