Does the W&C merit a Line Controller, or do the drivers just talk to the signalman?

The signalman has the train radio, and all drivers talk to him.

No line controller. The linec has a Duty Line Manager, he is basically combined DMT/Line controller, he makes all the decisions, but as Tom says, the drivers will speak to the Waterloo signalman on the radio

It is interesting to note that one signalling operator and one line controller is the normal staffing of the control centre for the Blue line here in Stockholm, which has some 20 stations and about as many trains running off-peak an ordinary weekday.

its the same set-up on the ELL one person doing a few jobs at the same time

It's the same set up because, like MA said, it's the same person. The East London and the Waterloo & city are both 'controlled' by the same DLCM at New Cross depot. The Waterloo & City line is managed under the East London line banner - even though it's drivers are supplied by the Central line.
So the signallers are at Waterloo, the 'line controller' is at New Cross and the drivers come from Leytonstone - Logical? LUL? Don't be silly ;D ;D ;D

With the recent implementation of the Service Control Re-Organisation, the Duty Line Manager and Duty Line Control Manager grades no longer exist, the correct title is Service Manager.

The bit of paper I have in front of me, which shows how the old grades map into the new structure, shows the Duty Line Manager, East London Line as Service Manager Level 1. All other DOMs/DLCMs become Service Manager Level 2.

But the DLMs earn more than a Met Line Controller... and to make things more confusing the signal operators (level 1 and 3 (reserve)) are now part of the ........DISTRICT line ;D

How many reorganisations and relabelings have happend now? It seems from an outsider's perspective that the entire structure is redrawn and rearranged every 3 years or so, with lots of piecemeal fiddling and reorganisation bewtween!

The operational side has been - engineering wise it's the same as it was when the line became part of LU in 1994 (well, almost).

just to clarify at peak times the waterloo-city line runs 5 trains at peak hence why you see 2 memebers to station staff detraining the trains at waterloo at peak time aparantly saves the train op a few minutes if he stays in the cab and leaves it to us poor station staff to detrain gets pretty tiring after a while tho because as soon as one train has cleared the shunt signal the next train is pulling into the platform i am sure it is still 5 trains during peak tho was when i worked at waterloo 2 months ago

It is a 5 train service in peaks, off the top of my head a four train service is about 17 TPH and a five train about 23. As Mitcham says, with the time it takes to detrain and get into the siding, it is a very intensive service. Off peaks it is generally a three train 5 minute service, and the last hour or so M - F is a two train 10 minute service.
