I would love all that you propose Hindenburg!
However, being practical, if you have tube-like frequencies on the NLL and GOB, [Run every 15 and 30 minutes respectively at present, extra trains run in the peaks] What will happen to the freight traffic? Even at present, pathing both passenger and freight is problematic.
You could re-route them via the Fens, Ely and Peterborough, that would involve the route having to be upgraded. That has been proposed for years, but still hasnt materialised as yet.

1. Electrification of the whole North London/Euston-Watford/Goblin/ East London line on the 4 rail LUL system. I think that would be a step backwards, and a big waste of money given that most of those lines are already electrified by other means (3rd rail and overhead). Overhead electrification is the way forward, and also offers many advantages over 3rd/4th rails in terms of electrical efficiency. Since, a whole load of Electrostars have just been ordered for London Overground, I think using ageing tube trains instead would be a bit pointless.

I remember back in 1996 it cost £60m to wire Acton-Camden Road. The GOB at the very least should be electrified. Every other section is electrified [ac and/or dc]

What your proposing wont come cheap! I dont think the freight companies would be happy about getting night paths only, if services are disrupted, they could arrive severely late. As opposed to running an all day service, whereby delays could be lessened.

I support the plan of using D stock. Give them a good refurb and have air-con (from what I hear, the D78s have a ventilation system in the roof. Tear that out (with the hopper windows) and in goes aircon (and air curtains for the doors, we don't want the cold air to run away do we?))!

Use of the 75 'D' stock trains on these services until life expired and new stock can be afforded It would probably be easier to convert the trains to the 3 rail system. That's what they did with the 38 stock on the Isle of Wight.

That's what they did with the 38 stock on the Isle of Wight. And pre-1938 Stock before that...and L12, and the Track Recording Train...
