This reminds me of some images I saw of the old Wood Lane station or something like that. Could old Wood Lane platform stairs be (part of) the answer?

It isn't Newbury Park and it isn't on the Central Line, but I suspect SE13 was referring to geography.

Indeed, I was thinking geographically and not referring to an individual line.
However, the line colour can be made using red in the mix.......

I still think that it is steps over the air main somewhere - Watford, perhaps?
I'm sure I can see a joint peeping shyly out of the bottom corner of the picture.....
The weeds look a little too lively for Watford Met. How about Watford South Junction?
