Why does Watford Junction remain outside the zones

There are 9 zones on the Met but only 8 on LO. Watford Junction appears deliberately left out of the zonal system despite it being only a 10-minutes bus ride or 15 minutes walk from Watford High Street Station, the last station in Zone 8.

Because London Midland sets the fares; this means that Watford Junction is in its own special zone.
