Did this journey for the very first time yesterday, around 2:30PM, well before the peak. The train was moving very slowly all the way to Surrey Quays before it finally began running at normal speed. Is this a regular thing or was I just unlucky.

A look on the departure boards shows no delays, so yes, the line really is that slow! Especially the long crawl out of Clapham. Unfortunately this track is quite old by now and not really designed for the service of LOROL when it was built, whereas the "core" signalling and track is designed for a metro!

As Causton says it's a very slow line unfortunately. Out of Clapham it's 10mph, then up to 25 around to Wandsworth Road, 20 just before. Then it's back up to 45, down to 30, then back up to 45 between Clapham High Street and Denmark Hill. Between Denmark Hill and Peckham Rye there are two signals protecting junctions which are heavily used, so waiting for a red signal to clear at both of them isn't uncommon. Just before Peckham Rye the linespeed goes down to 20mph then back up to 60 after the station, which is pretty impossible to get up to if you're in service. Then it's 40 between Queen's Road Peckham and Silwood Junction. As the approach to the signal protecting Silwood is on a downhill gradient and always pretty much approaching a red signal, the drivers will be taking it very slowly.

Is it possible to/are there plans to tweak the track and other infrastructure so that some of these speed restrictions could be removed in the future?

My understanding is that the 10 mph out of Clapham junction is owing to a weak bridge. However, I have no news that Network Rail have any plans in the near future to replace the bridge over Falcon Road.
