Both a Method Statement and a Risk Assessment have to be completed for the task of "contractor removing sticker", in case he/(she?) may sustain a workplace injury (paper cut?) whilst peeling it off. Oh, and that activity has to be programmed and costed.
Believe it or not, if it isn't, the contractor won't do it. Serco staff won't do it because it's not their job to alter any physical/"architectural" aspects of the station fabric - just to patrol them whilst running the trains.
DLR Ltd. won't do it because any operational activity isn't their responsibility - only strategic oversight.
So it's probably left down to members of the public.
