Hi, I remember back in the days of 1962 stock going from Stratford to Mile End and just as the train entered the station daylight was visible. This seems unlikely considering the Central is a tube line but does anyone remember this?

The Central is indeed a 'tube' line although it rises to Mile End which is a cut & cover station.
The daylight shaft is still viable at the east end of the westbound Central platform.

Isn't the opening covered by scaffolding as part of the (on-going, or should it be never-ending) station modernisation? I'm assuming this will re-appear when all this is completed unless there are plans to roof it over to allow, say, staff accomodation? Indeed I think the S/S's office has been relocated somewhere upstairs, though whether permanently is another matter.

I travel frequently on the Central line and briefly get a mobile phone signal while the train is in the WB platform at Mile End.....presumably from the same location.

You can get a mobile signal on both of the westbound platforms at Mile End.
