As you can see, the full image for inset 3 has not been posted, rather a duplicate of inset 4 has. I've checked and this is my error in the answer file that SE13 uses, sorry. The correct image is below: (click for a larger version)

Inset 4 has already been identified as Brighton Pavillion. Assuming you mean inset 3 (the one in the bottom right of the question picture), then you're too far north.
