Why at 21:17 on a Saturday night is the Waterloo & City line still showing as "suspended" due to a signal failure at Bank, even though services have finished nearly 3 hours ago?

Why at 21:17 on a Saturday night is the Waterloo & City line still showing as "suspended" due to a signal failure at Bank, even though services have finished nearly 3 hours ago? During the Olympic Games services are specially extended all days: Last train from BANK: 01:07 Last train from WATERLOO: 01:00 On the Opening Ceremony night services were further extended 1 hour. |

So is that a Sunday service as well?
And is it for the Paralympics as well or just Olympics?
