I understand, from Clive Feather's Bakerloo Line history, that LU trains are not permitted to enter the bay platform at Willesden Junction. So what is the bay used by and for?

A good way to remember you cant go in there is what the home signal says. It will either give you 'M' or 'B'. Remember it as M for main, and 'B' for banned. Obviously 'B' stands for 'Bay'

As pointed out above, its only big enough for 3 car Silverlink trains. A few years ago a Bakerloo driver (now retired and sorely missed) accepted the "B" route at WS21, he locked up everything! BR depots, north london line etc!
Bakerloo trains can only reverse via the normal running (main) platforms at WJ and need a second man to confirm the aspect due to no trainstops on the wrong road starters. Bizarrely LU station staff are not allowed to give us the right up here in case they are colour blind!! This is only an emergency move and booked WJ trains run empty to Stonebridge depot to reverse.

Bizarrely LU station staff are not allowed to give us the right up here in case they are colour blind!! It is because on National Rail the signal operators have much more 'power' compared with the the LUL equivilant. LUL cannot act as the 'signal man's agent', as they are station staff. The same applies to the Wimbledon and Richmond roads where we operate on National Rail.

I'm not convinced that is the case, for example the second man confirming the aspect on the Kilburn High Road reversing move is usually a driver, you don't need a signalman's agent as the signal is working fine, DMT's can confirm the aspect but it will usually be a BR signalman due to the close proximity of Willesden Suburban cabin - You just need someone to confirm the aspect due to the lack of a trainstop. BR drivers can do this move without a second man.
Be that as it may, the colourblindness thing definately comes into it on the BR section of the Bakerloo. eg: Station staff at Harrow cannot act as your second man if you fail the tripcock tester there. You must wait for the driver behind to stable in the siding and act as second man, or wait for an operating official.

It might be because a lot of the detrainment staff are medically restricted and hence only allowed to do detrainment work. That was the case when I was floating around the bakerloo in the hours of daylight a couple of years ago..
