Being able to reverse at Stratford W-E would be of benefit when there's line closures between Stratford and Bethnal Green/Liverpool Street as it would connect the Eastern branches to National Rail/Jubilee/DLR. But the cost of putting in an 'emergency' reversing point and putting in safe and efficient procedures for detrainment and dispersal at an already cramped station surely outweigh the costs of bring in rail replacement bus services to Leytonstone when required.
To reverse at Stratford in regular service would not be possible without a third dedicated platform, and as superteacher has pointed out there is already ample reversing facilities elsewhere (i.e. Leytonstone)
