At Westminster yesterday I thought I noticed a lift from the booking hall to the Jubilee Line platforms. Disabled access, jolly good, I thought - and then, hang on a minute, aren't there steps down into the booking hall in the first place?

I'm not too familiar with the layout at Westminster, but could the lift be there to assist with step free interchange between the lines? Just a guess.

According the the Tube Access Guide map, Westminster Station is listed as having step-free, however, both of you are right.
There are two walk ways that lead into the station, but in order to access those you need to be on the embankment, which is only accessible by steps.
TfL and LU don't really make it as clear cut as it should be. Having done a case study (for my AS Levels) into step-free access on the Tube, when a station is classified has having 'step-free access' it means step free access to the platforms and not necessarily down into the station itself.

The exit between the station and the embankment on the River Thames, while not having any steps to negotiate, is that embankment itself only accessible by steps? If so, technically LU haven't lied as the embankment is not part of the tube, but it is being very cheeky.

If you walk far enough along the embankment, it does rise to the level of the road, but by that time you're halfway to Embankment station.
