I shouldn't think so - that would be "defective safety equipment" or "defective platform Equipment", and would be station specific. The Jubilee uses ventilation fans - the fact that the whole line is suffering would suggest 'they' are telling the truth

But I don't understand how a ventilation failure could cause delays to the trains themselves - that was why I thought it was really the PEDs, since they play a big role in line ventilation...

There are fans throughout the JLE to control tunnel temperatures as well as to clear smoke in an emergency.
As to the delays, the service is reduced to provide a more comfortable environment while the trains are travelling through the affected section.
Just to add, 12 trains were cancelled this morning, at 0731 the ventilation was reported as faulty, 0738-minor delays. 1125-Good service.
