Why do the station starters at Stratford have harbour lights? Are the passenger lines bidirectionally signalled here?

No, its probably to access the Depot Inlet Road... or the siding.

If a train is entering depot from Stratford they can route trains coming east via WB road and the trains entering depot can run WB via EB road to depot(esp if it's entering via departure road)
