Stairs and subway at Bank

A couple of times, over the last few days, I've noticed that the stairs down to the W&C at Bank have been closed off during the evening peak, forcing everyone to try and squeeze down one (turned off) travelator.

Also, I noticed one morning (can't remember if it was today or yesterday), the passage between the W&C and the other lines was closed off, and staff were directing everyone up the Travelators and stairs.

Anyone have any idea why this was? I didn't hear any announcements and didn't manage to overhear any useful information from the staff or their radios.

Could it be to do with the escalator works in other parts of the station?
