While waiting at Embankment, to catch a Circle home, a District booked for Tower Hill came in before it, and it only had one tail light illuminated. Is it allowed to be in service if this is the case?

AFAIK the minimum requirement is for one white light on the front and one red light on the back. If all is functioning, there should be three red lights (2 tail + 1 stabling) but it's not unusual for one to fail.
